People aren’t so stupid anymore when they don’t have a stupid leader leading them. When they have to take care of themselves, they suddenly learn to figure it out. I had given an example of this above, the whole nature vs human constructed society spew.

Do I have to elaborate more?

The stupid I mean isn’t them not being able to work, or do science, etc. It’s them not being able to assert logic where it needs to be asserted most, it’s having the will and the means to get rid of corruption at all costs. A lot of people aren’t reasonable in this world, I am sure everyone here could agree. A lot of people definitely are lacking in philosophy, one of the most important subjects one can participate in whilst living.

What’s a laser beam without the experience/reason/logic on how to use it properly. It’s a tool of destruction without reason.

Well not all of it is right? Like tribes who live in the wild, they don’t rely on social constructs as much as one living in the city

Wild tribes have indeed less but very much stronger social constructs than “city tribes”.

Perhaps intelligence really is partially bound to environment.

Intelligence is mostly determined by genetics (averagely about 70% or even 80%), biology, climate (colder regions „demand“ more intelligence than warmer refions), thus only little by sociology, but this little can sometimes have fulminant effects.
