So rebellion isn't going to work either.

I find more plausible the idea that Baxter Pharmaceuticals, who is working on a vaccine for the H5N1 vaccine, and who was responsible for vaccines contaminated, just wanted to drum up business for its forthcoming vaccines. I should be clear, though, that "more plausible" is a comparative, and that the story than which this is more plausible is not plausible.

Sure, but you could say a crop dusting was the terrorists, who we know (or at least who the vast majority accept) to have been involved in plane-related mass murder in the past. People aren't so tuned in that it takes a sneaky vaccination conspiracy to spread a disease and blame it on someone else. Most people wouldn't believe that 9/11 was a government operation even if the government came out and said it (and assuming the government was actually responsible).
My point is, this conspiracy is too clever by half. It's supposed to be sneaky and dastardly plot by the most powerful people in the world, and yet it's too complicated to be brought off successfully, and there are much simpler, equally effective plans that would accomplish much the same thing.
Isn't building an international apparatus to deliver

Why not just crop dust cities?
Aside from the usual problem with multinational conspiracies relying on way too many people

Look at how often the government's attempts to keep things secret fail.
There are numerous well funded humanitarian organizations trying to get vaccines to places outside the first world, and it's quite a logistical challenge.

I will save you some time and energy. He, like most people here, does not believe that. Even more to the point, if you ask someone that directly, there is no way in hell they are going to say yes.
We just live in a world where authority rules all. Most people need some authority to tell them stuff. The reasons they present for doing so are, in all honesty, kind of hard to argue with. I'm lucky I'm mildly psychic.

I'd add another similar line of argument, but perhaps this is just my naivete: a plan that involves more horrific acts is more likely to come out than one involving mundane or purely greedy acts. So, for example, killing a large portion of the world's population is more likely to be uncovered than is a scheme to defraud half the world's investors. Of course, making this case is made harder by the highly subjective nature of "horror", but the subjectivity doesn't matter, because it's properly expressed as the perceived horror on the part of the conspirators: a person is more likely to try to to save family and friends, or to have a crisis of conscience, or otherwise let some other value outweigh whatever value motivates the conspiracy in the first place.
