No the accusation of being a troll is something that is sometimes used by people to paint someone as an asshole, and rightly so SOMETIMES. Sometimes it's used by trolls to troll people. Like most human behaviour it can't be summed up with some trite and repetitive absolute. There is no clear cut recipe for trolling, and I've even seen mods do it when they get fed up of some idiot. Anyone can be a troll, what distinguishes us from them is perhaps that whatever our age we have got over the need to draw attention to ourselves in such a base way, and can take a step back. Non trolls don't usually make a habit of being an asshole for the sake of attention or boredom or whatever.

Some 'trolls' are actually intelligent, but, by degree.

For the intelligent ones, you need to pinpoint them and raise them to their capacity to become rational.

But you cannot just rule out all trolls. There are a few exceptions. However, by being a troll, this indicates to me that the troll is limited in intellect while somebody who is not a troll (honest with himself and his own beliefs) may have unlimited potential. A person with unlimited potential in any arena of life, usually is taken as 'genius'.

Very few people have "unlimited" potential. An overwhelming majority of people (especially including trolls) have limited intellectual capability.

It's called sophisticated trolling and they do it by getting pally with the mods so that when they do troll they are more likely to turn a blind eye and even turn on the person being trolled. I've seen it happen first hand.

Like anything else, being good at trolling takes a lot of skill. Some say trolling is a art. Others will look at this post and try to see if I am trolling.
