This percentage much more than the 1.2 percent of our genes, is how much we differ from our ape-friends.
How come? What do we do with this percentage that is so useful? What accidental neurological combustions evolve through sexual selection, and make us into such a mass plague? This question could be answered in time, if the surplus of brain activity doesn’t still amount to our extinction. We may have to presuppose the answer, to make this more smooth, to make this actually probable and instead of just possible. In other words we have to lubricate the insertion of the Subject into the Object of a possible, desirable future. Or, we have to make the future wet, by exposing out feathers. In that case I shall quickly leave the stage and make place for a more attractive spectre. The surplus-mirage must always be extended, because perfection is attained constantly.

The problem as I see it is that we cannot resist the limits of possible destructive forms of change without actualizing these possibilities into reality. In fending off humanity’s impending extinction or mass destruction we call these possibilities into reality, in order to thus resist them. In this manner we are either subject to forces of destruction and instability that are beyond our comprehension and ability to perceive, or we must realize and actualize these possibilities in order to fight against them, to resist them. Either way represents huge risk. Looking at the flip-side, we can attain to a probable future via the actual and at the expense of other mere possibilities only when we call these alternate possibilities and detriments to the probable into question, draw them into reality in order to dispell them. Hence we get a tremendous conflux of competing forces and wills which try to resist and dominate each other. Man’s capacity to call into reality these possible attainments means that, while we gain the potential to gain conscious control and save ourselves as a species we also gain the capacity to let our worst nightmares take hold and become reality. Is man ready to let his mind free upon reality? Are we capable of this great conceptual power that has awoken in us? Have we awakened too early?

The subject must embody the object, but what of the subject’s capacity to envision and esteem objects? Hell is born at the precise moment the Heaven is.

Surplus-mirage – what is this? The maintaining of possibilities from which we can select the probable? Or rather the superfluity of objects in order that we do not miss any relevant ones and thus avoid trapping ourselves into becoming slaves to them, to the unknowable and unthinkable? I think we both see tremendous hope in humanity, and probably we both envision this process as very slow going and with many birthing and hunger pangs. But I cannot so easily dismiss the subject in his capacity for objectification and actualization; while the method under which the real is captured is highly relevant to comprehend and manifest, I place more importance on piercing the depth and nature of the subject himself. . . . or rather, if a balance of power is not discovered (we seem quite far from it at this point) before we meet with the threshold and merge with the horizon then it will matter not in the least how well man captures and embodies, for he will not have learned how to capture and embody himself.

If man has not overcome himself enough to know himself, if Being is not attained, then the 10% of the brain which has given us excess life and existence will end up overcoming itself, fulfilling itself in light of the human absence, and must therefore be our ultimate downfall, must therefore complete the circle within itself and through us, and thus vanish.

I would love to hold a discussion about neurology or the human brain… or perhaps evolution and homo sapiens’ common ancestors. However, I didn’t understand the wording of your OP, except for this quoted portion…
