There are I see two problems, both could maybe be solved if you moderated your threads yourself, so I get why you are pushing this agenda…
The one problem is dumb-ass posts. The other is that the mods locked the threads.
If a PM warning or one in the thread doesn’t work with respect to dumb-ass posts, it is possible to just scroll through them. For example, I thought Free Speech was an interesting thread; until two posters decided to have a long conversation on the genocide of the Red Indians in the middle of it. But, some threads run to 7 or even 20 pages, so a few dumb-ass posts (which might be wise parody) don’t kill a thread, at least if many of the participants are serious about discussing the topic. Also, many posters more or less attack again and again very similar topics, or they translate their views into a particular thread; for instance, if the subject is racism, sexism, free speech or whatever else, many here are continually re-developing the same abstract arguments for each particular thread, so for example, if a thread on female language is ruined, I could move my thoughts over to a similar thread without really losing much, in fact I might gain in rethinking the idea under a new matrix.
There are other philosophy forums which prevent you from clicking post until there are no spelling mistakes, more than a certain number of characters and so on. I personally prefer the way this forum works; excepting little used BBSs and a few which are altogether unmoderated, this forum is relatively free.[size=1]More so than ilo, I’m sure.[/size]I’d say on this point the scroll-wheel is your friend.
As for the mod locked threads, that is a little different issue. Two of the four examples you give are locked. That is obnoxious, no doubt; especially if the cause of the thread being locked has little or nothing to do with you; (which may not be entierly the case in the links you give). Sometimes a thread is unlocked, not sure if that is true on this BBS? Has a thread ever been unlocked on this BBS? That would be the first thing to do though would be to PM a mod and ask for the thread to be re-openned; months have passed since the last post on the locked threads you linked, so that is one possibility.
A lot depends on your objective too. What are you posting for? Self-education? Or propaganda? There is a big difference. If you are a propagandist, there are a lot of ways to get your message out, for example,

This is a different matter than wanting to play philosophy on the internet without goofs posting stupid shit, and frankly I think it is the more important. If you knew important information about the Bhopal disaster and your efforts to tell the world were been censored (posters were making a farce of the issue, your posts were being locked and deleted by mods); then I think you would have more to complain about, more to be indignant and rightous about. And if this were the case, I think you could still get the message out, tell the truth that you want to tell, but you have to get creative. This BBS is as it is; of course it has a dimension of unfreedom, so you need to be clever enough to find a way to get your message out if you actually have something important to say.
Philosophy is not at this time a totally taboo topic; yes it is being seriously repressed by state and society, but it is not yet necessary for us to upload our posts on philosophy topics to online-storage-sites in encrypted files; that day may come though…
