Yes, it is. What I find even more ridiculous is that Bournemouth Council obviously just cut and pasted their rules and guidelines for this information pack from a document that is 2 1/2 centuries old, and predates even the Great Reform Act, let alone things like female suffrage.

It is time to lay waste to all selection, all taste, all of the cruelties, for the sake of liberal equals. And those equals all fall sway to the freedom of anarchy, with a goverment overtop of it.
