I think if a kind of technocratic system was put in place without meddling politicians and businessmen, then none of your suggestions need come about. Pollution is already rife, and killer robots and explosive collars would only be the result of some sort of authoritarian political system moreso than a technocratic one. Suppose you had a liberal, green technocratic party that was solely focused on renewable energy and a self-sustainable way-of-life, no need for lithium-rivers or Terminators then…

As for everyone else, there may be benefits for them, too.

As MM says, “Technocracy will benefit whoever is atop the ladder of social-technological power.” There’s no reason why this “whoever” can’t be someone/something good. However, it would have to be much different to current systems and personnel though.
Technology always benefits people in position of power whereas everybody else becomes fucked or enslaved through it. Thankfully technology will eventually become humanity’s undoing.
The singularity event horizon of technology will eventually destroy modern industrial civilization. It will be the most liberating moment in human history as it will be the end of history itself.
Actually there is a pretty solid reason why that someone can’t be “good”.
The first issue is that it doesn’t stay the same someone, so even if a good person gets there, all it takes is time before it becomes a bad person and a bad person inherently ensures that only bad people get to replace him. That is a much easier task than the good person trying to make sure that only a good person replaces him. Bad is much easier to find and requires very little testing. And converting the good into the bad is much easier as well.
But the most significant reason is simply that homosapian has little to naught idea of what good vs bad actually is. So even if a good person were to be magically found, no one would know it so who promotes him into authority over everyone else?
The only way for a “good person” to ever get into an authority position to begin with is to be so seriously kickass, vastly superior, and unstoppable that he overcomes the extreme odds against him at the cost of such battles. But then what do you really have? A warrior king. Exactly where does the “good person” bit come in?
The good person that actually manages to get to the top has to be not merely an extremely expert warrior, but also have a relatively hidden side that is pure saint and far more wise than the norm will ever be. And then he also has to know how to ensure that only good will ever replace him.
…what are the odds.
Technology merely assists the insane to accomplish their insanity more confidently (in general).
