In the US deficit spending is a matter of Congress - not the President. Congress has to allow the spending. They control general limits. The President then works within the limits they drew.

Itās a cruel streak I have that recognizes vulnerability and incredulity in people and enjoys fucking with it, especially when those characteristics are coupled with arrogance. That makes for a helluva target, and it takes everything I got to resist taking the shot.
