There will always be transient things of some description, transience itself. That the ingredients within that always change is a necessary function of that ~ and such principles shall always be. In fact don’t absolutely all principles and ideas exist forever ~ not being ‘things’ n all that?
If not there will always be nothing/emptiness and transience never occurred.

I think these do change over time. Not entirely, and not quickly, but they do shift directions and emphasis, quality, as time goes on - as human societies and ideas evolve. We are the products of this prior human sphere, context, and it is always moving across time/history. Change might take a long time to penetrate down into a really vital area, sure - but small changes do accumulate with sufficient time. Also, certain rare moments or particularly powerful ideas can in a short time lead to significant changes in certain aspects of human nature/emotions/instincts - look at the dynamic effects of Christianity, for instance.
