Even though some consider it a mistake, they also label it a gross negligence that constitutes a violation of international law. But I do get what you say- such things have to be said. The U.S. does not engage in terrorism. Benghazi, if you ask me, was possible precisely because the Obama administration pursued a non-aggression approach even when it was not advisable. Once planes fly collateral damage will soon follow into what some call the “fog of war”. We have not fought terrorist through terror tactics (we don’t need to–they do {such tactics}) but through giving locals the benefit of the doubt whenever possible. It brought us Bib-Laden’s death, but also some preventable deaths.
We have fought terrorist through terrorist tactics actually, Delta Force in Columbia, hunting down Pablo. He was a cartel king, who launched a armored military attack on the columbian supreme court. Half the military and government was in his hands, so we unofficially started playing by his rules, but with our resources.
We try really hard NOT to make a habit of it, and was a Delta Force Operation… no other kinds of troops outside of undercover logistics support. Its our worst kept secret.
I am absolutely unaware of a similar occurance of taking that approach, we try to use traditional tactics, alliance and diplomatic solutions through nation states, or at least stable armies or break away territories that have potential to be as such. If your going to plan on being around in 500 years, as a nation, it’s a really good idea to support other nation states, and orthodox, precision tactics that minimize social, economic, ecological and health impacts… you really can’t fight a war like in Columbia too often, it’s sets a very uncontrollable precedent if we turn to bombing and assassinations, and aiding indiscriminately the population to violence against a single man. Its great out generals know how to do this, it’s great it’s a option, but let’s not do it too often, its not really compatible with the idea of the UN.

Terrorism isn’t merely being mean. It is the act of putting on a public display for the purpose of manipulating the population with fear. It is actually a type of extortion on the population (whether from foreign or domestic manipulators). And 9/11 qualifies, along with countless others enacted recently mostly by Israel, USA, and Islam (not discerning the secret societies involved).
