I disagree. There is a hidden rhyme, reason implicit in the dissonance within free verse, it is similar to modern music, where the tonality which disobeys the traditional rules. The idea behind it, is, that no matter how fragmented the poem is, it takes an interpretive motif, of reassociating the parts, so as to
make sense. Traditional structure, does not vary the expected tonal structure, abiding in a semantic prefigured organization into formal arrangements. A non structure is only possible absent anh interpretive re-association, where the trajectory of the development from beginning to end are somewht arbitrary, but also are guided along,m by limited routes of proceeding from stanza to stanza, idea to idea. It is only that it’s organization can not proceed in a linear, expected way, leaving a minimum to the image of the representation. The abstract , on the other hand, permits a number of interpretations, any which, may be a viable way to experience the meaning of it.

Actually there are overlapping styles.Surrealism ,as a concrete or prose poetry crosses categories between poetry and prose, as being both. In this specific case there is no difference. Structurally it has the best of both worlds, Dylan Thomas, T.S Elliot and WH Auden used non traditional verse. Non traditional verse nowadays is the style of most poets. Openness to pattern , and being without rhyme, is the most common aspect of this kind of verse. Traditional verse , such as haiku, villanelle-quatrain,are way different, but You are asking about difference from prose, and prose has a traditional style as the use of paragraphs the main feature. i hope this helps Lady.
