Assuming that the Trade Tower attack conspiracy that says Bush did it to win power is true, and that he will do it again in the future, where will Bush strike next? This is not to debate the veracity of the conspiracy theory, but just for Gobbo and his cronies to use their knowledge of the current U.S. administration to make a prediction.
Where would be the best place to bomb and say that terrorists did it? When do you think it will happen? Will the public buy it this time? Will the g-men foul it up?

The most obvious target would be the transport network. The Madrid bombings had nothing to do with Al Qaeda (according to the Spanish), the London Bombings too.
Lets see if I wanted to be a terrorist and actually promote my objective. I would destroy things in the country that would make me a hero to the common person. I would target heavily the IRS, Credit companies, mortgage companies and loan companies etcā¦
If I wanted to blame someone else I would cause destruction of favorite places that the common man goes to and kill massive amounts of average people. I would poison, blow up and create general terror.
As a group that has limited personnel and finances going against a formidible opponent you would have to take the Robinhood aproach to be successfull, to do otherwise is opening the door to defeat.
A formidable group that wishes to rally the common apathetic people to hate a smaller group , would or should of course choose to create terror amongst the common citizen and blame the enemy in order to gain support.
These are good simple time proven strategies.
