Twenty pounds is like almost forty dollars here in the “colonies.” For that much, and I’m guessing that’s on either a monthly or annually condition - eh ben, you could get a good site up and running with its own domain name.
Well, he’s paying for the database. That software is very expensive to own. If I have my facts correct.

AFAIK, phpBB is freeware, but I don’t know much about the site, only posting in the forum

Have a look at phpbb.com. It is freely available to anyone and can be run on a variety of operating systems including windows.
TheAdlerian, you may register a forum for free in Internet to check the administrative panel and the idea of phpBB. 
It’s the best way to learn more about the forum system
Btw I prefer IPB like design, but unfortunately it’s too expensive.

ILP is kindly hosted by Oxford webhosting (Obw’s company) which is a professional webhosting company. There is a link to their site at the bottom of this page. The server that ILP runs on is in America.

So, did you create the front page and then link it to their PHPBB program or did you do it all on something like Dreamweaver and then upload it to them?
It’s a packet installation, just configuring the database, your username and password, then you register and have brand new forum. Then just have to create forums, topics, groups and so on.
