It is this ethos (the distinguishing character, sentiment, moral nature, or guiding beliefs of a person, group, or institution) that must be created and nurtured by the Matador so that the bull follows the cape rather than the Matador with its horns. Ideology is another word for ethos.

The bull will always end up as hamburger until he learns to be a Critical Thinker and thereby aims his horns at the Matador. When that happens the supply of Matadors will dry up and the bull can get back to establishing a democracy.

I guess critical thinking doesnt help those bulls that kill the matador and are turned into hamburgers though.

However, that aside, I dont think this is the right solution as it plays into the matador’s hand. The fight for the matador and the spectators is entertainment. It is much as a play, where the matador and bull play their expected roles, and the matador shows his mastery of the bull. Honor and courage prevailing over determination and aggression.

If the bull turns from the cape to the Matador, this would be a short-sighted solution. A few Matadors will die, but they will adapt… as this act of aggression is somewhat expected of the bull. The bull is still within his role, even though it seems to him that it is an act of rebellion and martyrdom. Matadors will adjust and continue on, and perhaps the fight will now become even more popular.

To win, the Bull must no longer play the role ascribed to him. Go into the arena, and surrender, allow the spectacle to lose its meaning and value. Even if the audience is unsympathetic to the Bull, they will stop coming as it will no longer be entertaining. This would be non-violent demonstration at its finest.

Of course, it wouldnt solve the problem of the Matadors and their kind having absolute dominion over the Bull. But, itd be one less rationalization of that dominion as ethical or moral, and thats how you would chip away at the foundation of the Matador dominion, which hopefully will eventually lose all its meaning and thus power.
