In Britain, they are counted prior to - so before - the In-Person count… logged, scanned in, and counted… see how it works?
Why are these mail-in ballots counted after? any mail-in votes received after the deadline, are declined. No deadline = divisiveness/plotting, ergo… a deadline prior to Election Day, is a must.
