Did you read the full story? He was arrested because the dog belongs to the king, the insult is not viewed as an insult about the dog but , as an insult about the royalty. The wording of the story title is done to draw you in.
Really think about it, who the hell would go to so much effort just to insult a dog? The man would admit that the true target was royalty, not the dog. It was done to bring attention to Thai’s archaic laws and that the military is in control brutally.

Yea all the stories mention the true story, the man did it to irritate the king to bring attention to the archaic law , it’s unjust use by the army that is now in brutal control.
