Yes, but they rammed that persons car. They damaged someone else’s property and they indangered other people’s lives.
They should have just recorded the lisence-plane-number & things like that, to find the car later.
… dan? the cops are taught how to safely spin a person out. it’s a tactic that police use to end car chases. it’s more dangerous to have the stolen car + 15 cops speeding down the highway at 150 miles per hour.
