Fear is the opiate of the masses. In a secular society where the threat of eternal damnation has become less prevalent, and people live a lifestyle which is not constrained by religious values, it is necessary to find an alternative way of containing the ruled population. A new devil has been shaped by the ruling class, and this is fear. To be safe from the innumerable dangers that the ruled population are told they are surrounded by, it is necessary to keep the same leaders in power and not make significant change to the political system. This has become perhaps most obvious in America, where post 9/11 the population has only tolerated such negligent leadership due to the constant state of fear they are kept in. Alerts are frequent on the news about terrorists and people who seek to destroy everything held dear to the American people. Fear is known to unite people and in the case of a country induces a heightened state of patriotism, and this creates a good vs. evil struggle, in which the ruling leaders of the population are obviously the embodiment of good. This creates a new religion for the people, a fear culture where the ruling classes are idolised due to their supposed defence of the populous.
Dissenters or members of the population who do not whole-heartedly buy into the mindless patriotism are ostracised by the most fervent of the ruled class so the ruled population disciplines its fellow sufferers.
This method of discipline is common throughout most hierarchal regimes- with witch hunts, the un-American activity trials and the Gestapo encouraging the population to monitor each other, and is so popular because it eliminates dissenters in a way that avoids direct conflict between the ruling and the ruled.

thanks

Fear and nationalism (I prefer this term to patriotism it seems to come closer to what you are referring to) do seem like tactics for diverting attention away from the ruler towards someone else. Notice that everyone seemed to focus on Clinton’s blowjob but Bush murders people with impunity. Scapegoats have long been needed by those in power and those who like to live their lives vicariously, happily divorced from themselves. Some people find it easy and convenient to pin their problems on 'communists, ‘terrorists’ or whatever the threat du jour happens to be. It also helps the GODvernment divert attention away from really important domestic and economic matters. When wars do not displace that precious attention, sports or the latest media craze will certainly suffice.

Dissenting members do not even need to be ostracized by their leaders. Mindless automatons have already been trained by the media for that very purpose. All it takes is for one person to call Michael Moore a real patriot to get booed off stage. Those who think for themselves must strive against the heavy monolith of bred indifference and the gravity makes many succumb.
