Of course, tactics remain the texture of chess. You can survive with tactics and no structure, but you can’t survive with structure and no tactics.
But structure is the difference between a strong player and a mediocre one. Who has structure dictates the terms of tactical engagement.
One of the things that made Napoleon great was filling the ranks of his officer corps with tacticians, with scrappers. He brought the structure. He also was a master tactician, which is why it has been said that his prescence on a battlefield equated to 20,000 men. But the distinction he made operationally showed his understanding of this principle.
