What if the evil genius’s genii could have trumped the genius of mr. Musk et. Al. and prevailed in. delimiting access to info. re: overturing bounderies of reason, thereby limiting population but enhancing bounded quality ?

So whose goal is to limit population (how? and what alternative do you propose?) so as to increase quality imaginatively? What is the standard of quality?
