There have been thousands of these “intentional communities”. You don’t seem to be thinking anything new so far.
They seem to always be founded on idealistic naivety.
How decisions are made is the highest and only real concern. Once you have that worked out in the only proper way (SAM) everything else will be done in the way most suited to your group and their situation. When and if the situation changes, the proper decision making method will adapt anything necessary to suit the new situation. By definition, the “proper” decision making method always chooses the most suited (inclusive of all considerations).
So the first thing to do is to choose by what exact means you choose things.
I’ve heard of similar idea, communities as autonomous floating cities, or islands (seasteading) which are sponsored by the rich. However, sponsors would see such communities as investments, environments for generating cutting-edge ideas that could eventually be turned into profit, not as charities. But if you want to request charity donations, then you should also be pitching tax breaks.
The concept is good basically but I do not think that this needs to have a specifically designed township. On the contrary, odds are in the favor that such arrangement would eventually turn into some kind of real estate project, instead of looking the real intelletal talent.
If the intention is only to look for real talent, you have to create a such phycologial/social environment, instead of physical one.
Such place need not to be in isolation physically. That is not necessary. That can be right in the middle of a small town or city, where a group of some people can live peacefully, without the noice of metros and focus on their work.
That can be arranged easily than what is proposed in the OP. Secondly, only true seekers would come to live in such a place. But, if everything will be on grand scale and at some prime location, it would turn out as a fashion statement eventually, more than anything else.
