Should the mentally-ill be obligated to seek help, as part of a mandatory requirement of civilian National Service? 
How are they deemed mentally ill without having first sought help? Is it that externally obvious? And yet you’re going to require them to perform civilian national service? Odd.
Perhaps routine mental health checkups should be offered voluntarily to everyone whether or not they are deemed mentally ill— starting very young, and taught in elementary school?

In your case, it should definitely be mandatory. Start with some sensitization training to remove the stigma you have definitely bought into.
And if you refuse, there is always communal stoning.
