Trust a male to think of that - that would never have crossed my mind, but that could be because I don’t have the neccessary appendage to achieve that look.
I’m fairly certain it has to do with conditional circumstances and the physics of freezing water.
I think its a tinyy hole that remains as the surface of the water freezes and somehow water is pushedd through the tiny hole and is subsequently frozen, as the other ice freezes. (and forms a rim, and thats what keeps freezing to c reate the spike).
i’ve been lead to believe theres a lot of other contributing factors that lend a hand in probability of ice-speak formation. Water-type, certain temperature, etc.
i had considered some sort of crystal process which could force a pillar up like a mountain… I never knew if it was possible though, and it seems like you are unsure aswell…
My stalagmite theory is pretty plausible… I have seen this happen to my ice cubes 2 times beore this one… but the mystery still remains…
And i was thinking… perhaps some potential energy can be achieved in the process of freezing water if you can force it to move things for you…

the water is pushed through the hole because water expands as its freezes, forcing the remaining liquid water out of the hole under just the right conditions. Actually, it seems like it would be fun to get a camera in there with some distilled water and do some time-lapsed photography of the formation!

Does the water travel up through the center of the spike and out the top like a volcano? or does the spike grow from the bottom like a mountain?
It sounds like it’s more the volcano type. However, the “eruption” is sufficiently slow that the water at the top of the forming spike has a chance to freeze before it is pushed out by new water. On the other hand, it is sufficiently fast that the water does not freeze over the hole and end the spike’s ascent. It’s a very delicate balance to maintain, which would explain why it is somewhat rare.
