Bob, the most puzzling thing to me is that nobody in his circle/swamp stops him. But that puzzle is solved by this:

"But what if there were no police?"

When I grew up, we were taught the gangs really don’t mess with you unless you’re a rival gang. Apparently, if you try to do stuff that messes with unchecked greed (not just capitalism, but greed in socialism‘s clothing), you’re a rival gang. Like demand fair pay, and refuse to pay exorbitant rent nobody holds in check in an intentionally low income-based-housing inventory “demand”-priced economy. You think you got power of the purse, but they be purse snatchin and making you disappear (deport)…
