There is no such thing, with respect to genetics or other presentation of naturals, if that’s what is meant by a “born” devil.
Devils are created.
Some parents damage their kids during gestation (drugs and the like) and continue abusing them severely from birth.
The result is the creation of a monster. 
The monster manifests itself early on, giving the illusion that such a child was “born” that way. 
Such an ignorant jump to conclusion is erroneous. 
Devils are simply created by evil behavior.
