Heh, by “his” I hope you mean Nietzsche’s. Is it too much to ask, for someone that proclaims to have an understanding of Nietzsche, to answer such a simple question. My suspicion is that he doesn’t know the answer, and he’s like thousands of others who misrepresent Nietzsche’s philosophy with every word he types about the philosophy.

The “higher man” too must be overcome. The higher man is still reactive, he has not yet achieved a transmutation of values, for him the will to power is still understood through reactive forces. Perhaps you meant “overman”.
A nice occasion to say that every man is a decadent until the first half of his life (in the second half he can grow in knowledge: “the most important knowledge is achieved latest”). So saw Nietzsche in his BOT “the only outlet out of our extatic culture is Buddhism”, like his teacher Schopenhauer. At this time he was also a wine-drinker.
Later he became a knowledge-drinker and refused alcohol as harmful for himself. And found the outlet in TS Zarathustra. He couldnt find this platonic solution until the Gay Science (first signs of anti-decadence).
He read Plato at the age of 20 i think.
Knowledge does not overcome for Nietzsche, as all concepts hitherto are reactive. What is the use of knowing and affirming life, when life is known through reaction. “Being” “reality”, and “existence”,for Nietzsche, are not truth, they are the last avatars of reaction, they are the “yea” of the ass. One does not overcome simply by saying “yes”, simply by accepting the burden of the ass, even the lion who wills his self-destruction understands that everything known is reactive.
How soon you forget, that for Nietzsche, their is only interpretation…meaning their is only perspective…meaning what one holds dear is a symptom of the forces acting/reacting within the person. And for man, the perspective is always that of reaction.
