They tortured people consistantly until they admited they were witches. We’re not talking about torturing people until they admit they are dragons here.
If I controlled the information, I’d only tell me secrets to people who had fetishes about being tortured.
Then when you came to find out what my master plan was, you’d strip em naked, and start your little torture routine, and all thier dicks would get hard.
Hopefully that would freak you out, and it’d be a win for me on the psycological front.

Agreed. Torture works in the sense that you will always leave the room, with more info than you entered it with. Whether that info is useful is a completely different matter.

America has never got over the cold war sentiments that make it suspicious of everyone and anyone.
