Whether the reason for the belief is justified/accurate/race related, can determine whether or not it is racist.
If the race of the employee need not affect their ability in doing the job, such an employer would typically be viewed as racist.

They can both be considered racism. The important factor is whether or not anyone cares.
Who we find attractive as a potential partner, is kinda important for the act of procreation - if some-one doesn’t ‘do it for you’ then that takes them out of your equation for attraction.
When I hire staff: I’m looking for ‘ability’ not ‘attraction’, so factors of race and gender don’t come into it, but it obviously does for some employees

Skin color fits into any of the other factors when finding a mate attractive, though I find facial features usually are what makes one beautiful more than color.
I think racism implies stereotyping - meaning that that if it’s only the skin color that you don’t like, and you are not assuming any other qualities, then it is not racist. But when once you say that because their skin is another color, something else about them must be true and that’s what you don’t like - well, that’s racist
If you don’t find dark skin attractive, that’s not racist. If you are an employer, there should not be many situations where skin color affects job performance, so hiring based on skin color would be racist because you are assuming other qualities based on skin color.
One thing I’ve wondered about is hiring waiters at a Chinese restaurant. Is it ok to deny the position to a non-Asian looking person because you are trying to establish an Asian atmosphere in you restaurant? Is this any different than denying someone a news anchor position because they are not good looking?
The most common and widely accepted use of racism is the belief that humans are divided into more than one race, with members of some races being intrinsically superior or inferior to members of other races. Racism is part of discrimination and prejudice. The hiring of person based on physical appearance is discrimination. Discrimination becomes illegal when there is no reasonable basis for discrimination. Job duties and the image of a business (i.e. Chinese Restaurant) are IMO reasonable basis for discrimination based on race. Prejudice is in my mind a by product of racism but is certainly not limited to racism.

Maybe the word “preference” was mis-used because when someone would just be familiar with some kinds of skin color.
But this does not mean that he/she prefers some colors.
They are both instances of racism.
The only reason they are different is because most people will agree that you have a right to not sleep with some people based on their skin color.
Few recognize your right not to hire someone based on their skin color.
If you were the only human thing on the planet- How would you determine what “race” you are.
