Yes, the crows can’t count over 4. But that’s a specific cognitive process Working Memory & Explicit Attention. But they can track many things at once. They can also tell the difference between 10 seeds and 20.
The OP is talking about Sensory-Motor & Implicit Memory. And there we both, crows and humans, can get above 7, but not through thinking 7 things. The activities have to work together physically however. Sensory-Motor & Implicit Memory - uses parallel processing. Know how many people walked out is serial processing.
