If you believe in eugenics, feel free to marry and breed with whatever woman you think would complement yourself to have the best children. (I suspect it will be hard to find a woman complicit with this, as the best ones seem to breed out of love, not experimentation.) But why should the government choose for me? Will that attain the most pious, loving, virtuous children?
Is this a competition between physical and spiritual evolution – or a concession to both?

Well, you wouldn’t have any kids with genetic defects.
No athsma, no blindness, no muscular distrophy, etc.
Even if we forget about eugenics, imagine how much better those kids lives would be through the application of the engineering methods that we already have!
But parents are so dumb that they don’t engineer their kids, so then their kids often have worse & shorter lives.
