It is very obvious from many angles and videos that he had a concealed weapon. Did you even watch the videos of what happened?

ICE was beating him on the ground. Then, one agent saw his concealed gun as his shirt was pulled up. This agent immediately drew his gun. Meanwhile, another agent moved in and disarmed Alex, took the concealed gun from his waistband and started walking away.

At this point, the original agent who had pulled his gun started shooting. Murdering an unarmed American citizen in the streets. This is completely obvious if you actually watch what happened. From multiple angles and videos.
