HB - I agree with your premise, the separation of two types. The first type creates law from innate ethics, from his health, which overflows into code - or his wisdom that overflows into custom.
The second type merely obeys the codes that have been “written” (lived) for him by others, and calls it law. He has no overflowing health, so has no idea what it means to be “wise”, to live by natural ethics. He thinks his laws came about through reason. But reason relies on assertions, and he does not know that life is an assertion. He thinks that it is passively suffered, “obeyed” and perhaps enjoyed.
There is no point then in making this point directly. It’s either known or will remain unknown.

Decadence means stupefying, declining on the long ladder of culture until the men of culture (usually only Indo-Europeans) have fully perished.

As for skin and hair color, it is visible than sun and climate don’t have a significant influence on populations which have lived isolated for a long time in areas which are not in relation with their skin color and race. The climate can have an influence only on language.
