The Bible does not explicitly declare creation from nothing. I challenge you to provide one verse declaring it.
Creatio ex nihilo, or creation from nothing, is theological interpretation. It developed later in Jewish and Christian thought.
In fact a common theme of formation from existent phenomena is presented throughout the Bible, including analogies of a potter with clay, for example.
