What will or should occur is what is done during catastrophe. Grocery stores use IDs and make lists of what was given out. They are reimbursed by the state and fed at cost. It saves the store and food. Riots damage and waste. Better a controlled handout.
Yes, I know that. I was talking about what would save money. Rather than repairing damage from riots, stores can do what I said. People , given an option to sign may actually pay back eventually or at least wont or maybe won’t cause costly damage. A store would be stupid to deny totally.
