Here is an idea. Build an impenetrable wall around Rafah that is a safe distance from the terrorists.
Tell everyone inside the walls that on the outside there is aid for anyone who comes out unarmed and peacefully.
Once everyone is disarmed and out, prevent re-entry until the entire place has been cleared of all weaponry.
