Here is an idea. Build an impenetrable wall around Rafah that is a safe distance from the terrorists.

Tell everyone inside the walls that on the outside there is aid for anyone who comes out unarmed and peacefully.

Once everyone is disarmed and out, prevent re-entry until the entire place has been cleared of all weaponry.

You could have the aid include shelters outside the perimeter of this wall, and there must be another perimeter wall surrounding those shelters so that people from the outside aren’t coming in to this “perimeter/ring of aid”’ rearming them.

Don’t let the same U.N. jokers that were building tunnels for Hamas provide the aid.
