Now this is a complete shot in the dark as I have very little to go on.
It’s a British comedy and I think the opening or closing credits may be playing over cartoons, some kind of drawings.
The only part of the show I actually remember is the ending of one of the episodes, where two businessman types are sitting in a limo and I think what they are talking about is some kind of a scam or deal that they pulled in the episode, and one of them says (this is from memory, probably slightly different): “Every day is dangerous liasons with you.”, and the other guy says “You’d be bored without me/you wouldn’t have it any other way./something like that”. I think they may be drinking champaine.
You may be thinking of Yes Minister, a BBC comedy from the 1980s. The opening features several caricatures of the characters. I have not actually seen an episode of the series, so I can not verify the limousine scene you described.
Are you sure those “guys” weren’t rather ugly women? Because then it could totally be Absolutely Fabulous. The drinking, the comments, the dress, it all fits.
The TV show in question stars Stephen Fry in a cast that is quite good, with typical snappy, clever writing.
It’s the end of the episode, I think, the scene you mentioned where Fry responds to ‘‘every day is like dangerous liaisons with you’’ with ‘‘you love it. in fact, if I didn’t exist, you’d pay someone to have me invented.’’
