No it does not have to be implemented to find out if it would work or not. Take a look at all Governments. The different types that we humans have. they all look great on paper, they all have their good points and bad points, but, add humans to it and you get a screwed up thing. Yours denies human nature, ego and a whole lot of physchology. At our core nature we are capitalistic/Imperialistic. Just look at family structures then apply that to society. Yours just changes the ultimate commodity. there will still be sexual violence, there will still be issues comparative to the ones we have now.
