For sure, it has to be a measurable way, so that it is not the case that it is a subjective issue - in that case, for Joe it could have collapsed, for Jean it could be that it hasn’t collapsed still.
Since that idea about collapse is yours, only you can come up with that

I do want to leave Canada. But I wouldn’t go to the US. Admiration, and appreciation, even loyalty to the cause of Freedom, doesn’t imply I would choose to live there.
I would sooner move somewhere like Morocco or Tunisia. All the depth and beauty of Europe, without any of the horrendous handrails and LED lights. Also, I already have a guy who told me I could crash at his place and buy fish at the beach for 2 cents.

I’ll make some example in other topic that may shed some light in here. You know there are some doomsday cults that have predicted the world would have ended by such and such a date ( you can see examples of that here : List of dates predicted for apocalyptic events - Wikipedia ) . Amazingly enough, some of that cults with such dates in our past are still alive and well today. So, you would ask those people: “How would you know the world has ended?”. To make it simple to notice if what was predicted was right or wrong, with no bias. For sure, someone convinced about some doomsday would say something along the lines of “It would be obvious”, but… just to check
