Without squinting too much, I will say that the ubermensch wields both. They are two distinct concepts however and in short the following is true:
Hammer - is wielded at your pleasure.
Aegis - is wielded where possible (when required).
Perhaps the most important difference between the two is the following: The hammer, unlike the aegis, can affect lasting, non-transitory change in another.
