One more time:

1.0 dozen eggs divided by 3 means each part is .333… Dozen
12 Eggs divided by 3 means each part is 4 eggs.

4 eggs x 3 parts = 12 eggs
.333… Dozen x 3 parts = .999… Dozen

That 12 eggs can be divided equally into 3 parts and 1 dozen can’t be divided equally is because when you divide 1 by 3 you always have a remainder of 1 that can not be divided equally, so the division can’t be completed.
Since the division is never completed the remainder is not part of the .999…, so it can’t total 1.0 Dozen.

It is no different than dividing 100 pennies by 3 people and stopping at 33 for each person (totaling 99 pennies) and not including that 1 remaining penny. So the total is 99, not 100.
