Yes, absolutely they can. This is already the basis for language and mutual conversation/communication between people.
Most probably the limits of imagination are determined TO SOME EXTENT by the limits of our social interactions. But how to map out that specific “to some extent” is the tough question. I would not say it is 100%, but certainly not 0% either.
In fact it seems like the more intellectually elevated and imaginative/creative someone is, the lower that percentage of “to some extent” would be. While a more unthinking, boring sort of person probably limits their imagination to an approximative guess or estimate of the limits of their social interactions, as you noted.
But the more interesting question for me would be: is it possible to imagine completely beyond the limits of one’s social interactions? I would think this must be possible at least in certain cases or under certain conditions. How do we define social interaction though? We can read books, watch movies, listen to music, all of that can inspire our imagination yet would you consider that part of the limits of our social interaction?

No.. I found that many social interactions limit my ability for my imagination and thoughts to flow freely/run wild unfettered, due to the hindering effect of others’ shortcomings.
