I think we can limit it a lot more than we currently do.

Evil has to be contained, if you let it loose without confrontation or eternal vigilance against it entire civilizations fall.

Yes, and when leaders are suspect of being degenerate, then the problem is even more urgent.
They do. It is unsustainable and disrupts any chance of harmony.
