You have to observe at first by body language whether or not a person wants you to even say hi to them. I generally nod my head at a person who makes eye contact and they usually nod back, this is mostly with men. Women are generally afraid to make eye contact with someone walking down the street. The reason I meet and know so many people is because I smoke 3 packs of cigarettes a day. but most importantly… I’m patient. I’ve made friends with women who never spoke a word to me for 3 years. Then we’ll say hi to each other, then it will be another 2 years until we have a conversation
