The kingdom of ends is made up of individuals… each of whom is an end (meaningful, valued, purposeful, significant) in itself (each being a source of value, because a value-giver)… and each of whom recognize each other as such, and freely acknowledge such recognition in their behavior towards each other, including the ordering of their values.

Speaking of meaning and value or getting what you want…
General will limits individual will, which limits general will.
Everyone getting what they want isn’t one undifferentiated person/mass getting what they want — it’s every/each person getting what they want — which implies its own limit. The only wants left standing are those that do not violate anyone else’s consent. That doesn’t mean that the only wants left standing are those that do no harm, because not all harm is wrongdoing or non-consensual, for example, when a doctor has to reset a broken leg.
